That is according to the Milken Institute’s data that is based on mixed data that isn’t exactly current.  DC’s rank actually dropped from 37 to 41, while Baltimore’s rose from 94 to 87 (2007 -2008).  The report groups Bethesda, Frederick and Gaithersburg together and their numbers went from 83 down to 123.
